This report is the Council's fourth sustainability report, providing a focus on immediate budget pressures alongside longer-term challenges such as funding, population change and structural fiscal pressures.
Correction 17.06.26 - after publication we noticed an error in the table beneath chart C3 in the charts and tables excel file. This has now been corrected and we have uploaded a corrected workbook dated 17.06.26.
Correction 07.09.26 - Minor revisions have been made to Chapter 2 of the Sustainability Report 2026 to improve technical accuracy and align terminology with the current public expenditure framework. The amendments clarify the distinction between historic 'accruing resources' arrangements and the modern 'use of income' framework, the role of Budget Acts in authorising the retention and use of income, and the types of income affected. The revisions do not change the report's substantive conclusions.
