NI Fiscal Council response to NI Affairs Committee call for evidence

The NI Fiscal Council responded to the NI Affairs Committee call for evidence on the funding and delivery of public services in NI.

This report is structured along the four themes on which the Committee is gathering evidence:

  • the impact of the lack of a functioning Executive;
  • the financial situation facing NI's public services;
  • the operation of the Barnett formula; and 
  • bringing NI's finances onto a more sustainable footing.

Note: On 27 April 2023 the Secretary of State for NI (SoSNI) released his Budget for spending by the NI Departments in 2023-24 in a Written Ministerial Statement (WMS).  Table 2.3 and pages 9 and 10 of the Council’s evidence to the NI Affairs Committee (NIAC) have thus now been superseded. The Council’s Initial Summary of the 2023-24 Budget report provides more information on the SoSNI Budget.
