We noted in our Sustainability Report 2022 that various estimates of the relative need for public spending have been published over recent decades, but none are particularly recent.
This report provides an updated estimate of the relative need for public spending in NI. It follows the approach set out in the 2010 Final Report of the Independent Commission of Funding and Finance for Wales (the ‘Holtham Commission’) and updates Holtham’s calculations for NI using the latest data, including from the 2021 Census.
